FAKTOR-FAKTOR YANG MEMPENGARUHI PENENTUAN PEJABAT STRUKTURAL ESELON II DI PEMERINTAH DAERAH DAERAH ISTIMEWA YOGYAKARTA
Penentuan pejabat struktural setiap daerah mempunyai dinamika yang berbeda-beda, salah satunya adalah penentuan pejabat struktural di Daerah Istimewa Yogyakarta. Dimana Yogyakarta adalah satu-satunya provinsi yang mempunyai gubernur bukan berasal dari partai politik, hal inilah yang menjadikan dinamika penentuan pejabat struktural di Daerah Istimewa Yogyakrta dengan daerah lain berbeda. Dalam pelaksanaan penentuan pejabat struktural sangat rentan sekali terhadap factor -faktor politik ataupun factor patronage. Maka dari itu perlu pembenahan pada pelaksanaan proses rekruitmen pejabat struktural eselon II. Dengan adanya pembenahan system rekruitmen maka diharapkan pejabat struktural eselon II merupakan orang-orang pilihan yang mempunyai kompetensi dan integritas dalam menjalankan tugas. Dengan begitu maka akan tercipta pelayanan kepada masyarakat dengan baik karena penempatan pejabat struktural sesuai dengan kompetensi dan integritas masing-masing organisasi. Maka penggunaan metode merit system sangatlah tepat untuk proses rekuitmen pejabat struktural eselon II, sedangakan faktor yang bisa mempengaruhi penentuan pejabat struktural adalah faktor kompetensi, faktor prestasi kerja dan faktor penilaian secara objektif. Sedangkan untuk faktor kepentingan, faktor politik dan patronase tidak menjadi faktor penentu dalam pelaksanaan penentuan pejabat struktural di lingkungan Pemerintah Daerah Istimewa Yogyakarta. Dengan begitu menandakan bahwasannya pelaksnaan penentuan jabatan struktural di lingkungan pemerintah daerah istimewaa Yogyakarta sudah menggunakan merit system sehingga pejabat yang terpilih merupakan pejabat yang mempunyai kompetensi dan integritas untuk kepentingan public dan pelayanan public.

Government implementation system should support by apparatus resources with professional competence. Think to create the good governance system as well as clean and good then need the resources of the competent apparatus. To creating the resources of the competent apparatus needs to reforming the bureaucracy in civil service sectoral. Government should give the special attention toward the civil service system in Indonesia. Especially in regeneration of structural functionary or functionary promote. The government of Yogyakarta Special Region had been used the different method to implementation the functionary promotion, such as used a few level with between administration selection, assessment center, and fit and proper test. The method had been used by the government of Yogyakarta Special Region with prospect it can be created the resources of the competent apparatus by professional, with the result that created the good governance and good public service.

Dinamika Politik Pembentukan Daerah Otonomi Batu Kabupaten Balanipa Tahun 2014-2019
Wacana pembentukan daerah otonomi baru (DOB) Kabupaten Balanipa di Sulawesi Barat sudah bergulir sejak tahun 2007, namun belum pula terealisasi hingga saat ini. Dalam perencanaannya juga diwarnai pro dan kontra antara pihak yang mendukung pembentukan DOB untuk meningkatkan pelayanan dan kesejahteraan masyarakat dengan pihak yang menggangap DOB hanya sebagai alat politik bagi elit-elit yang memiliki kepentingan, serta adanya moratorium pembentukan daerah baru yang diberlalukan oleh pemerintah pusat sejak tahun 2015 yang dianggap sebagai salah satu faktor belum terealisasinya pembentukan DOB Kabupaten Balanipa. Oleh karena itu dilakukan penelitian dengan tujuan untuk menganalisis bagaimana dinamika politik pembentukan DOB Kabupaten Balanipa serta motif politik apa yang melatar belakanginya. Metode penelitian yang digunakan yaitu kualitatif dengan data yang diperoleh dari wawancara dan literatur review. Hasilnya menunjukkan bahwa dinamika politik pembentukan DOB Kabupaten Balanipa terjadi di berbagai kalangan elit politik lokal dan juga masyarakat, namun akhirnya bersama-sama menyetujui dan memperjuangkan pemekaran Kabupaten Balanipa. Implementasi E-Government Kulon Progo: Inovasi Dinas Kesehatan Melalui Aplikasi BumilKU 2019
Based on Indonesia committement on sustainable development, health improvement is a prominent issue. As an implementation of public service innovation, the Kulon Progo Regional Government through the Health Office plays a role in improving the quality of health services for pregnant women by creating the BumilKU application. Considering the importance of measuring the role of organizational performance on aspects of public service quality which refers to the e-government paradigm, this study aims to explain the performance of local governments in providing services to pregnant women through the BumilKU application. The data used in this study came from interviews, document studies, and literature studies related to research discussions. Based on several indicators of organizational performance measurement, pregnant women's health services utilize and use the BumilKU application effectively and efficiently. During the use of the application, the Health Office gets results according to the expected performance targets. Although the use of the BumilKU application did not significantly reduce the maternal mortality rate in 2019, based on the aspect of monitoring the condition of pregnant women in Kulon Progo, the performance of the Health Office has improved compared to the previous year. Services for pregnant women are carried out according to procedures and received good response from the community.

Human resources planning apparatus is a system of development of human resource management. With the existence of good planning in managing the human resources of an agency, the expectation is to achieve the goals of the organization/institution with various planned strategies. The Regional Staffing Agency (BKD) of Daerah Istimewa Yogyakarta (DIY) collaborates between national policies and regional policies, especially in staffing affairs if there is a connection with the DIY Specialties business as one of the strategies in addressing the problems between the two. In this study used a qualitative descriptive method. Collection through interviews and data analysis in the form of documents. In this study, the authors explain about the human resource planning apparatus carried out by the Regional Government of DIY in 2017. The result of this research is that The Regional Staffing Agency of DIY in fulfilling needs, especially in staffing affairs has been well prepared and with a fairly fast process. When an organization requires new employees to complete the government organization, BKD DIY will respond and of course with consideration of employees who are good enough from the aspect of ability and qualifications of employees who are in accordance with the organization or agency need.Keywords: Human Resources Planning, Human Resources Management, Staffing Agency.

The Local Government of Kulon Progo Regency Innovation in Subduing Capitalism through Community Empowerment
Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.

Analysis Of The Open Selection Process For Structural Officials (Echelon II) In Sleman Regency
The administration of government is certainly very influenced by bureaucracy which is an instrument or an organization that helps in realizing or implementing a policy that has been previously set. The open selection is the process of filling in a position by opening a selection to all those who have the competency or ability determined to fill a certain position. This study is aims to analyze the open selection for echelon II Officials both in Yogyakarta Province which is Sleman Regency. The method that used in this study is a qualitative approach which did the depth interview with several stakeholders that involved. The result of this study are the selection mechanism conducted in Sleman Regency in 2017 lasts 2 times and all of them have referred to the applicable regulations and most importantly have implemented a merit system. In the selection implementation the position was carried out by a selection committee formed based on recommendations from KASN (Commission Of The State Civil Apparatus). The involvement of political officials in this case the regent in the open selection process only exists after the selection committee has issued 3 names that have passed. However, the involvement of political officials is positive because it considers the results of the selection. This is also because the Regent will cooperate with one of the 3 names to realize the vision and mission that has been set.Keyword: Open selection, Echelon II, Promotion.

Analisis #JagaASN Sebagai Media Kampanye di Indonesia pada Pemilihan Kepala Daerah Tahun 2020
The purpose of this article is to see how effective the campaign model carried out by the State Civil Apparatus Commission is, especially with the #JagaASN jargon. The government through the State Civil Apparatus Commission has launched a bureaucratic neutrality campaign through social media. This is done considering the implementation of regional head elections during the COVID-19 pandemic. In addition, this campaign also hopes to reduce the number of ASN neutrality cases in Indonesia. So, with this campaign, it is hoped that the government can provide quality services and realize regional head elections with integrity. This study uses qualitative research methods, using several research tools. The research tools used are Nvivo and VOSviewer. Based on the results of the study, the case of ASN neutrality in Indonesia, especially in the 2020 regional head election, is still quite high. Where this can be seen based on data from the State Civil Apparatus Commission that violations in the 2020 regional head elections are quite high with several cases as many as 864 ASN reported, while for 635 ASN violating and receiving KASN recommendations to be followed up, for ASN who have sanctioned by the staffing officer of 500 ASN. In addition, based on the processed results of NVivo 12+, it was also found that 82% of ASN were declared to be in the category of bureaucratic/ASN neutrality violations. The details are that 18% of ASN became a candidate pair's success team, 9% used state facilities, 31% participated in activities and sided with one of the candidates, and the last 21% ASN participated in the candidate pair's campaign.

Application of Position Auction-Based Merit System in Bantul Regency in 2018
This article aims at discussing the application of a merit system based on job auctions, especially regarding the mechanism for selecting structural officials in Bantul Regency. Considering that the merit system is a new method for determining structural positions and has become one of the models that local governments have begun to implement in the placement of civil servants, especially echelon II structural officials. The application of this merit system model is one form of the implementation of Law Number 5 concerning the State Civil Apparatus. The application of the merit system was enforced because a lot of structural position determinations were not based on competence, but the structural position determination was based on proximity and political factors. Therefore, with the existence of this law, it is significant to immediately implement a merit system so that employeed who occupy structural positions were competent and professional people. In data analysis, this study was based on the theory of open selection. The method used in this study was a qualitative method. The data collection techniques used were interviews and documentation. Based on research conducted that the application of the merit system within the Bantul Regency Government was in accordance with applicable regulations, as well as in the application of the merit system using several selection methods including administrative selection, assessment center method / competency test, paper making, track record tracking, percentage of papers and interviews.

Cloud Kitchen: Strategy for Indonesian Culinary Business (SMEs) Growth During and Post Pandemic Era
This study aims to examine cloud kitchens that are widely applied in the world which can be a strategy for developing the culinary business in Indonesia, especially during and post the COVID-19 pandemic. Cloud kitchens are often referred to as satellite kitchens or ghost kitchens. Cloud kitchen is a restaurant with a concept that only offers delivery services and does not provide on-site dining facilities. The method used in this research is literature review of several documents, regulations, and journals, both print and online media which are reduced to a research data that can be presented scientifically. The result is that the cloud kitchen is one of the promising businesses during a pandemic and can be developed after a pandemic. Several delivery services such as Gojek and GoFood in collaboration with the Rebel Food company have succeeded in opening several cloud kitchen locations in Indonesia, especially big cities such as Jakarta, Bandung and Surabaya. As a result, the could kitchen can help SMEs in running a business in the culinary field more effectively and efficiently. However, the problems that arise in some areas, especially marginalized and remote areas are still not reachable, this is certainly a challenge with GoFood and also the government to expand the location to reach many SMEs in Indonesia. This research is expected to contribute to the development of economics as a strategy for community economic recovery.

Kebijakan Pemerintah Daerah dalam Pemberdayaan Pasar Tradisional di Kabupaten Sleman Tahun 2018
The development of modern shops or lined shops has recently grown rapidly to various regions, including in Sleman Regency. This will be a new problem for the economic sector, wherewith the existence of various modern shops or networked shops will have an impact on the weakening of the existing traditional markets in the region. So that there needs to be a role from the government to be able to carry out strategies in increasing the existence of traditional markets in the community. Consequently, the purpose of this research is to examine regional government policies in empowering traditional markets in the Sleman Regency Government. Where in Sleman Regency, there are currently several traditional markets that are dead or not running. From the results of the study, it was found that to keep increasing the extension of traditional markets so as not to be confused with modern markets, the Sleman Regency Government implemented a clear policy foundation, namely Perda No 17/2012, Perda No 18/2012, and Perda No 54/2015. Penguatan Kelembagaan dan Peningkatan Kualitas SDM dalam Pengelolaan Sampah
The waste problem is still a severe problem that must be addressed immediately. The problem is related to the final disposal site (TPA) and how and technically waste management and the lifestyle of the people themselves so that it is not only the role of the government in dealing with the waste problem but also the role of the community. Therefore, this community service aims to strengthen institutions and improve the quality of human resources in waste management. In the village of Ngestiharjo, Bantul Regency already has a partner waste bank, but the community has not engaged in waste bank management. Through this community service, the community is given socialization and motivation as education and encourages the community to move back to the existing waste bank. Not only that but the community was also given training in waste management. As well as for institutional improvement, the community is equipped with roles and tasks.
